Program Review


Program Review is a retrospective analysis of a program focusing on the previous five years. Program Review provides a systematic process to collect, analyze, interpret and present data concerning a program. Click here for the program review schedule 2004-2010.


For instructional programs, Program Review is a faculty document and demonstrates that the faculty bears the primary responsibility for curriculum. It is based on the assumption that faculty is in the best position to make informed judgments about the effectiveness of programs and to make changes that facilitate learning.


For administrative and student services programs, Program Review is designed to guide the improvement of the quality and effectiveness of the services provided to students. The assumption is that the administrative staff and student services providers have the responsibility to review the available information and determine how best to meet the needs of the population to be served.


The recommendations made in the Program Review direct the Unit Plan and budget development for the following year. The Unit Plans from prior years should be evaluated during the Program Review process to determine what has and has not been accomplished, what should no longer be a goal, and what remains to be achieved.


The Program Review Reports are public documents. Any of the College's annual Program Review documents are available throughout the campus community. Program Review serves as a catalyst for identifying the focus, direction, size, enrollment trends, and the need for resources, as well as creating opportunities for faculty and staff retraining.


PURPOSE AND EXPECTED OUTCOMES


The purpose of Program Review is for the improvement of programs and the college as a whole. The primary objective of the Program Review is to assess on an ongoing basis the quality of programs at FKCC, and their relationship to the College's mission and goals.


The expected outcomes of the Program Review are:

•Measures of institutional effectiveness and program improvement are supported through the program review process.

•The present and future status of all programs is assessed.

•The strengths and weaknesses in all programs are identified in terms of outcomes.

• The achievement of short and long-term goals by all programs is evaluated.

•The recommendations and goals identified from the Program Review process are further developed in the Annual Unit plans.


PROCESS


•Each year, the OIE reviews and updates the schedule of programs to be reviewed and creates the process timeline for the current year. The OIE Chair notifies those programs to be reviewed in the current year. The process description, outline, report writing guidelines are provided to programs by the OIE. This office will also provide available data upon request.


• Each program evaluates itself through the process of writing the Program Review Report according to the guidelines provided. This report will address issues of quality and quantity through the analysis of both quantitative and qualitative data, and discuss performance in relation to the past five years and looking ahead to the next five years and beyond. At the conclusion of the report, recommendations are made as to what is needed to meet the goals and objectives of the program. These recommendations provide the framework for a program's next Annual Unit Plan.


• Program Review Committee (PRC) is to submit the Program Review Report to the appropriate Dean or Vice President for review and revision prior to the final submission.


• The final Program Review Report is forwarded to the OIE in electronic format (Microsoft Word file), along with a hard copy signed by the appropriate Dean or Vice President. The OIE then forwards the report to the Institutional Effectiveness Committee (IEC) for their review in advance of scheduled meeting.


• The IEC prepares the Program Review Evaluation Summary, which summarizes the recommendations, commendations and suggestions of the IEC.


• The IEC then meets with program representatives and their respective Dean or VP to discuss the Program Review report and provide feedback regarding the particular program based on the results of the Evaluation Summary..


• A copy of the annual Program Review Report is made available in the


Division Offices, Office of the President, and the Library.


Goals of the IEC in evaluating Program Reviews:

•To assist in determining institutional effectiveness.

•To facilitate the continuous improvement of programs.

•To assist in aligning programs' goals with the college's mission and goals.

•To encourage that program needs identified in the Program Review are incorporated into the College's planning and budgetary process.

•To provide student services and instructional units with an opportunity to assess their programs and share the results with the college.

•To provide a forum where program representatives can discuss their program and receive feedback and recommendations.

•To communicate a broader understanding of programs at the College among a larger group of faculty, staff and students.

Role of the Deans and Vice President


The role of the Deans and Vice President in the Program Review process is one of leadership and is central to an effective and useful review. Specific responsibilities:

•Ensure appropriate personnel are preparing the Program Review Report.

•Provide programs with the necessary assistance to aid in the completion of the report.

•Ensure that all reports in their area are completed by the assigned deadline.

•Read Program Review Reports written by faculty and/or staff to provide feedback for revisions and ensure the feasibility of the recommendations.

•Assist Program Directors in firmly establishing how the Program Review recommendations will be included in the program's next Unit Plan.

•In order to accomplish the above responsibilities, the Deans or Vice President will perform the following activities:

• Set timelines and schedule for the collection and review of Program Review reports.

•Review and revise Program Review forms as needed.

•Provide guidance in relation to the development of the Program Review report.

•Review reports and meet with PRC's to discuss the program.

•If deemed necessary, request that programs expand or revise their reports.


Office of Institutional Effectiveness Responsibilities:

•Disseminate Program Review materials and information to the programs to be reviewed in a given year.

•Distribute all Program Review Reports to IEC members for their review.


Provide programs with a Evaluation Summary that comprises the IEC's comments and recommendations in a timely manner.

•Forward the Program Review Reports and Evaluation Summaries to the IEC, when appropriate.

•Compile all the Program Review Reports and Evaluation Summaries and distribute the approved College's Program Review Report to the campus community.

 

Guidelines for Program Review:

1. One person is not to do the entire annual review by him/herself. This is not an academic exercise but instead designed to be a program faculties' in-depth evaluation of how well they are delivering programs and services. Each program must be reviewed by the Director or Chair and all faculty/staff involved in the program, constituting a Program Review Committee (PRC). Each PRC must have an assigned Chair and Recorder.

2. All programs must use at least one external committee (advisory groups are fine) to provide feedback to programs.

3. All programs must utilize feedback from students.

4. The final product should be presented in the following format:

Times New Roman or Arial, 11 or 12 font (entire document)

5. Do not include the following in the notebook for annual review:

-copies of all your course syllabi or catalog copy

-copies of faculty diplomas or other faculty credentials

-printouts of data elements without a discussion or use of assessment

results regarding the data

-copies of course rosters

-names, addresses and phone number of all your students

-the actual surveys you had returned

-anything else not asked for specifically in the document

January 15th Draft of Section III, Student Outcomes

February 15th Draft of Section IV - Strengths, weaknesses and recommendations

March 1st Group meeting to discuss Sections III and IV (PRC, Vice President or Deans)

April 30th Complete draft due to Vice President
